If the picture frames are stained, most likely they are sealed with either Shelac,
Polyurethane or Varnish and even a rubbing oil like linseed.
. Acrylic paint will stick to it but it will scratch off very
easy after it has cured. (Water based paints should not
be used over an oil based product.) The paints will not provide a durable finish if you
are going to be moving them around a lot or if they will get
touched a lot or sold again.. Your best bet is to buy a cheap can of spray primer
and lightly coat the frames with that first OR you could lightly sand
the picture frames to knock down any sheen that is on them and that alone will help the acrylics stick.
Another way would be to spray paint them, it would give a
better finish a hold up a lot better.. Good luck.
